I'm assuming by the look of it that it's liquid. I'd use either a flat foundation brush, a makeup sponge (like a Beauty Blender) or a stippling brush. I like to use my fingers as well just to make sure that it's all blended in.

You have the wrong shade unfortunately. It's too warm (Orange). Try the foundations on your neck, jawline, cheek. Your arms are not the same colour as your face. This foundation is too warm, dark for you. Go for lighter shades. You can use fingers, sponges or brush (flat one, or stipple brush). You want to blend the foundation with your skin so it will look very natural and not cakey. Use foundation that is for your skin complexion (dry, oily, combination, normal or sensitive). Use primer before applying foundation - it helps making your skin smooth and the foundation will glide on much easier and it will look nicer. If you have dry skin you don't set the foundation with powder - if you are oily or combination then do set it with powder! :)

Definitely get a different shade. it looks way to orange on you.
applying foundation:
beauty blender (makeup sponge) - I start by dotting the product all over my skin for an even coverage and then take my beauty blender and press the foundation into my skin. make sure your beauty blender is wet before doing your foundation so it doesn't soak up a ton of foundation.
buffing brush- again, dot the foundation all over your skin for an even coverage and then grab your buffing brush and blend it into your skin. I use circular motions, but you can try out different motions to see what works best with your skin and foundation
flat top kabuki- dot the product onto your skin like always lol and the I press and use circular motions until my foundation is blended
