Graduation outfit HELP!!

So my brothers graduation is coming up and I need an outfit for it. The catch is that the bottoms need to touch my ankles (long dress or pants) and the sleeves to the top have to be three quarter length to full. I know those are super specific requirements but could you guys help me out? Pictures would be appreciated. And it's a semi fancy event so nothing too casual but not formal!

Yes a maxi skirt like Kat A. said, a baggy and long sleeve flannel/blouse tucked it (I'm not good with clothing vocabulary haha) or plain tanktop with everything else Kat A. said haha.
