Buy or make a lip scrub to exfoliate the dead skin from your lips and then invest in a good lip treatment balm. My favorites are Fresh's Sugar lip treatment and I use Philosophy's Kiss Me Tonight intense lip therapy. Both are $20 but they are the only things that work for me. You can find something heavy duty at a drugstore I'm sure. I also like Jack Black lip balm too. Those are only $7.50, online only at Sephora.com or the Jack Black site.

I second Nicholes post!! No no to vaseline/vaseline based! It feels good on your lips, but actually does not help at all! Sugar scrub with some honey, and I swear by coconut oil! It can be pricey, but look up allllll the things you can do with it!! (Including lips) xox

You can make your own sugar scrub. Also when you brush your teeth you can exfoliate your lips by gently scrubbing with the tooth brush then after make sure to put on a lip balm

Exfoliate and a good moisturizer! My favorite is a rosé salve ( I don't remember the brand) but they sell it at sephora for $6
