All the cover girl ones I've tried have been really good
Except the clump crusher one wasn't very water proof

Basically, Maybelline. Their mascaras are amazing and just about all of them come in waterproof formulas as well as non-waterproof. I would definitely give them a shot. I wear The Rocket when I go to the pool. It's waterproof and volumizing.

My two favorite waterproof mascaras are the Bobbi brown mascara or the Lancôme Hypnose mascara (This one is a bit easier to remove). I love both of them though because you don't have to worry about raccoon eyes when swimming.
