Wet a brush and dip in it powder eyeshadow. You can put on as precisely as a liquid without it looking as harsh

I recommend a gel liner! It's a lot easier to apply :) also, using tape at a slight angle near the corner of your eye can help you get the perfect "wing". YouTube for a tutorial!
