I need a little help with how to do my eyeliner w my hooded eyes. I've heard that it's best not to use it or jus on the upper waterline but I lik eyeliner so can anyone tell me of a way to use it for hooded eyes that looks good? Is there a certain type to use lik gel or liquid instead of pencil?

Are you talking about winged eyeliner?

If you're talking about winged liner then you need to extend the wing past the hood of your lid, otherwise it just gets lost in the hood.
I have hooded eyes and, as you can see by my profile picture, winged liner is possible. Personally I really don't wear eyeliner at all because my eyes are so hooded but if that's what you want to do then go for it! It's just trial and error with hooded eyes.
For a regular line of eyeliner just do as thin of a line as possible, that way you have the line of eyeliner without covering your visible lid space. Tight lining (which is filling in the upper waterline) will help give the illusion that the eyeliner is thicker, and also makes you lashed look thicker so that's a plus as well!
I also prefer gel liner, pencil and liquid smudges and transfers far too easily on me.

I have hooded eyes as well and I do winged liner everyday so here's my tips -
first off make sure you are comfortable and your arm is well rested on something steady.
some people start off different inner corner, outer corner, wing but I personally like to start off with the wing going from the lower lash line and pull it up towards the tail of my eyebrow. after that I start going into the inner corner with short thin stokes and it sort of makes a triangle type shape so I fill that part in making sure I can't see any part of my skin.
oh and I make sure I am following my natural eye shape and once I'm done I'll thicken it up to my liking making sure the inner corner is thinner than the rest of my eye.
here are my favorite eyeliners and some tips :
liquid (NYC, almay) - be patient and careful with liquid.
felt tip (smashbox) - make sure you are holding it horizontally.
gel (Tarte) - if you want a nice sharp wing then make sure you are using a thin precise brush, although you can use a angled also.
pencil (Loreal) - I don't recommend pencils for winged liner since you can't get any sharp wings with it but if you do make sure the pencil is always sharpened.
eyeshadow/ powder (any) - I would only use eyeshadow/ powder if you want smoked out winged liner.
