Honestly the best way to get them shape you want is to let them grow out & don't touch them. I had overly plucked brows & didn't touch them for 3 whole months& was obsessed with them once I got then shaped.

I agree with Gisell! I shaved my eyebrows last summer and when I needed them to grow out I didn't touch them for a long time.. They looked hideous but after they grew out I got them plucked and they looked good! Now for your question - maybe try to draw them and make them shaped with the pencil just make it look as natural as possible =) dunno if I makes sense.. Something tells me I don't xD.

I would fill them in according to the shape you want until they grow in completely. I used to over pluck but so I've been filling them in with an eyebrow pencil and just cleaning them up when there are stray hairs outside of my drawn on shape. Here's a before and after picture.
