I've noticed that there's is this sort of hard thin layer over certain powder products, it looks like I've dipped a wet brush in the powder and it never dried. What is the proper name for what's happening? How do I avoid? And lastly how does it happen?

More than likely its a oily film from finger tips or even brushes. Take a clean mascara wand and gently scrape off the affected powder
