I use Revlon Bold Lacquer and I never noticed it smudging on me. Maybe try it?

I use Elf mineral mascara on my bottom and don't have any issues with smudging.

I use loreal telescopic, even though it didn't do much for my top lashes the brush and formula is perfect for my bottom lashes. It could smudge on you but the formula doesn't on me
