I recommend using a small nail art brush. If you don't have one, target sells a nail tool set by Sally Hansen that comes with brushes.
The first step is to do a base line, one that the feather will follow. Then slowly working your way up the line, paint outgoing lines varying in length. Finally follow the base line again, this time with your glitter.

Pretty!! Yes, follow Taylor K.'s suggestion - you'll need a fine brush to flicker to imitate feathers. Post how it turns out!
