As it is a religious event I think she should dress modestly with the skirt at least covering the knee, btw how old is she? confirmations here at usually around 12 years old.

Since its a confirmation, she wants to wear something not too casual yet not too dressy. Something like a cocktail party kind of dress. Remember it's most likely going to be at a church and obviously a family event so be very respectful, no open back not too much cleavage and something a little longer so preferably no shorter than 2inches above the knee. If she knows she will be wearing a tunic then I would say nothing that's like floor length or high low style, the only picture from the above ones that in my opinion based on the type of confirmations that I have seen in my town would be something like sadiya's #1 suggestion :)

Because it is a church event remember that the dress needs to be modest. I would say at least knee length and if not at least no more than one inch above the knee. I think if your catholic your dress has to be white. I'm Methodist which is another denomination of Christianity so I didn't wear a white dress. If it has to be white I would go for something like Sadiya's 1 and if not I would go for something simple like Saleen's 10.

As for hair I had water poured over my head so it ruined my hair. I would keep the hair simple because your probably going to put it in a ponytail anyway.
