I've heard if you soak a cotton ball put it on your nails with tin foil wrapped around it and secured with an elastic band or something similiar and leave for 15 minutes it should come off easily :)

I always buff it until it isn't shiny anymore with a course file, and use 100% acetone on it. If it's super stubborn soak a cotton ball in acetone, place it on the nail and wrap the whole thing in tinfoil for like 5-10 minutes. Works like a charm.
