Whenever I try to outline my entire eye with eyeliner, I always end up with raccoon eyes! What are some tips and tricks to line your whole eye without making the eyeliner too thick?

What kind of eyeliner do you use?

It normally depends on which eyeliner you're using. I recommend Make Up For Ever Aqua Eyes and Urban Decay 24/7 glide-on eye pencil in Perversion. I tested them out a few days ago for a whole day and they stayed on the waterline without smudging down!
Where do you typically line your eye, outside or inside the waterline? If you don't want it to be too thick you can tightline your upper lashline!

If you use a pencil make sure it's always sharpened and don't push too hard :)

Practice! Do the outer part first (which is generally supposed to be the thickest part) then work slowly on the inner part

I've found that liquid eyeliners really do work best if you don't want smudged raccoon eyes.
