Use short thin strokes, I usually start off with the wing then work my way into the inner corner.
you might do it different since you have almond eyes and I have very small eyes.

Oh and I use the Loreal gel liner, you can be very precise with gel liner if you have the right brush.
I use it more than any liquid liner.

I feel like it's easier to do with liquid liner rather than pencil. Have you tried putting your arm on something stable while doing the liner? Or work in thin increments instead of pulling your eyes and doing a thick line straight across? Just a few things to consider. Also, you could use a spoon or tape to do cat eyes. When I create the wing, I usually just start where the bottom of my eye ends and draw from there, then I draw the line in increments on my eye lid (starting in the middle, probably more towards the end of my lid) and connect it to the line for the "wing" and keep thickening it until it actually looks like a wing instead of a thin flick. Afterwords, I do the inner corner and touch ups.

I have hooded eyes as well and liquid liner or a felt tip pen liner is the best option. Gel and pencil liners will got all over you eyelid once you open your eyes and it's a mess. Tape helps a lot but really, it just takes practice :)

I think a pen is the way to go. I work in tiny steps and then trace over my line..softening it with black shadow just a bit. Hides a multitude of oops sins. Good luck!
