Do you mean fill them in? If that's the case, I say start with eyeshadow. I know it sounds ridiculous, but it'll help you get a feel for filling them in, how dark/light you want them, how you want to shape them, etc. It's extremely helpful to beginners! And in my opinion it looks more natural than other products. Of course if you want to by products meant for your eyebrows go for it! I say just try with eyeshadow first to see the color you like with your face/hair, how light/dark you want them, and what shape suits you best. I use eyeshadow for mine and it works perfect! I think they look lovely! I would suggest a powder, since it is most natural. The eyeshadow "Naked" from Urban Decay is a great brow powder for blondes! Just the right amount of ash tone. Use a stiff angled brush and congrats the color on the tail and brush through with a clean spoiler to blend. Anastasia Beverly hills makes a beautiful powder in "Taupe" for you too! I live that it has two tones, a very slightly darker for the tail, the lighter for the inner brow. Keeping color towards the tail opens and lifts the eyes. You can spray a bit if hairspray on your spookiest to keep the hairs in place, or use a brow set get or wax to keep them in place all day. Hope this helps, you have beautiful brows!

Personally, I use eyeshadow just because I can't ever find the right shade of pencil for me. Eyeshadow seems to work really well for me :)

Powder will give you soft natural look. You already have beautiful shape do no need to use pencil and neither gel. Buy eyebrow powder for blondes because that's your shade. :) look in more brands cause every brand has different shades
