Curling fine hair?

So my hair is extremly straight and fine naturally. So it's really hard to curl. I have to have it on the highest heat setting and keep it in for a rather long time for it to do anything.

Anyone else with the same problem found a solution?

Also don't put too much hairspray it tends to weigh it down

my hair is naturally wavy but it will NOT curl. literally it just has a little squiggle near the ends. i've tried everything.
