I have both, they are technically two different products. I think the finish of my OCC Liptar in NSFW is prettier than my red velvet velvetine, but it's all personal preference. I actually use my red velvet and apply the OCC lip tar on top of it, they look really cute together. Both are great products, aside from LimeCrime's sketchiness/hype you can't go wrong with either product.
I still got transfer from my Velvetine even though a lot of online reviews say it doesn't move, it did not pass the 'kiss' or the 'drink' test. There's still a red stain on your lip though which is goo; so it's not like the whole thing is gone more like your spreading it around lol.
I have actually worn mine through out the day, come home and given my doggy a kiss and low behold, he walks around with kiss marks and everyone panicking because they think he's bleeding and left many red kisses on people's cheeks. ( But that IS the fun part of red lipstick, those old times where that was a good thing and kind of romantic! )

I personally love my OCC lip tars, when applied properly (not too thick) they dry to a nice matte and DEFINITELY pass the kiss test (but my boyfriend wasn't too excited that my lips were blue LOL!) Lime crime has a loooot of controversy rooting against it and in all honesty the CEO isn't the best person, but if that doesn't matter to you I can't complain pigmentation or product wise. I do agree with transferring though, definitely HAVE to use a lip liner of it feathers as well
