I have the same problem. Burt's Bees did nothing for me. I exfoliate my lips by scrubbing them gently with a damp toothbrush in the morning. The key words here are "damp " (as opposed to wet) and "gently." Try not to over -moisturize. It will just backfire on you. I'm a Chapstick addict, but the less I use it, the better my lips start to get. Also, I sometimes take a few days off from using lip gloss or lip stick and that seems to help. Also, be careful if you're using any acne fighting products to wash your face. Those will definitely dry out your lips if the product gets on them.

You should use an old toothbrush! First wet your toothbrush with hot water. Brush gently over your lips. And afterwards, dry your lips and apply lipbalm. :)

I love Baby Lips. The clear is the best for dryness and the tinted ones work well to. Whatever kind you get though, make sure you ALWAYS keep it on hand

carmex is more for cold sores, if you are using it too much your lips become immune to the product.

Carmex is awesome! It isn't used for cold sores though, not sure why someone would mention that. Blistex is also a good one to help heal cracked lips. ChapStick never helped me, it just sat on my lips like wax.
