Well i suggest filling them in just using a regular eye brush with any eyeshadow that matches the color of your brow! Just fill them in as well as u can and then using any little makeup stick or pokey type of brush comb them down(:!

get the anastasia eyebrow kit or eyeshadow as Elise said-works amazing with an angled eyebrow brush, then set it with either clear mascara or eyebrow gel then put a little highlight under the arch and voila!

I find that a powder and wax tends to yield more natural looking results for most women as opposed to pencils, which can be very harsh. It can also be harder to get a good color match with pencils, as opposed to the blendability of powder. If your brows have a good shape naturally and just need filling in, go with powder. Use an angled brush and start in the arch and build up color slowly in feathery, short strokes. (I always used to start filling in at the start of my brows and noticed they were a little too "heavy" looking. Once I switched to starting at the arch and sketching out the tail, then going back and doing the head of the brow, I noticed more definition and a flattering look. I am obsessed with my eyebrows!)

go to a salon to get them professionally shaped, then you can tidy them up using tweezers when they start to grow back, keeping the shape.

Also after you're done filling them in the color, take a brush with your foundation or concealer and go around the brow to enhance the shape and cover up any mistakes that you've made
