I always use a primer as my skin is extremely oily, even more so on my eyelids. Even if I use white liner, I still have to use a primer underneath it. I currently use the original UD Primer Potion which works alright but I'm not repurchasing it. The best one I've used is the eye primer from bareMinerals.

NYX Milk is great and inexpensive for a white base...after eye primer for me.

I only prime for eye shadow. Otherwise, it will disappear in a couple hours, or smudge all over. The primer keeps it looking good all day/night! And I always, always, always use the setting spray. It's a gawdsend!! it keeps my makeup looking good throughout the entire day, and keeps it from rubbing off on clothing or other stuff.

Primer will make a low end eye shadow look high end in some cases. I've used the UD and nyx primers. Got the Lorac pro pallet and excited to try that primer out as well.

I try to always make time to prime my eyelids or at least use a shadow base. My favorite is the Lorac behind the scenes.
