Hi Sandi - I see you made 2 makeup relatede question with only a few minuts apart.
I would just like to tell you that due to the huge amont of threads being made everyday, many users experience that their threads do not get any answers and we therefore encourage users to place similar questions in the same thread.
So questions about makeup on a budget and mascara that hold a curl could easily - and should - be placed in the same thread.

Primer- MUFE step 1 primer or Bare minerals primer
Foundation-RCMA color process foundation
BB/CC cream- It Cosmetics CC cream
Concealer- Nars creamy concealer
Powder-RCMA nc powder
Blush- Benefit box blushes
Contour- Kevyn Aucoin sculpting powder or NYX blush in Taupe
Highlight-Loreal true match powder or liquid highlight
Mascara- Bare minerals lash domination or Maybelline great lash
Liner- Inglot cream liner
Lipstick/Lipgloss- NYX has some good lip products
Eyeshadow- UD, Maybelline, makeup geek etc.

You can't put 2 already made threads together, what I was trying to say was that in the future when you have several makeup questions like today, when make one thread with all the questions instead of a thread for each question :)

Foundation- depends on your skin type, are you dry, oily, combo?
Concealer- Maybelline Fit Me is a great drugstore concealer. I personally use Hard Candy Glamoflauge but it is veryyy full coverage; I get the best application with a brush, if I use too much and only use my fingers, I'll have a cakey mess. But concealer can also kinda depend on your skin type.
Blush- Tarte. I absoulutely love the Amazonian Blush (12 hr something like that not for sure on the exact name) but I actually like it better than my Nars blush surprisingly.
Mascara- I love love love L'Oreal Butterfly Waterproof Eyeliner- L'Oreal Infalliable (twist up pencil)
Liquid Eyeliner- Kat Von D Tattoo. My holy grail! Super black and seriously last ALL day!
Eyeshadow- Urban Decay, Too Faced, Lorac, and Wet N Wild actually has some nice eyeshadows too.
Eye Shadow Primer- UD, Too Faced, and Milani. I always use a primer regardless of what eyeshadow I'm wearing. It makes my shadow last and look better.
Highlighter- Becca. Best highlighters I've ever used and I've tried sooo many!
Lips- Bite, Too Faced Melted (these things are amazing! you can buy a holiday set @ Sephora and Ulta for about the price of one).
Primer- Again kinda just depends on your skin type.

Do you know the make up brand called "Kiko"? They do amazing things for the persons who have a limited budget.. You must check it out!
Maybelline does amazing things too.. Many of my favorites mascaras are from Maybelline and the Fit Me concealer is my favorite concealer ever.. hope I helped you! xx

Ok for foundation I would try L'Oreal True Match or Estee Lauder Double Wear. Rimmel and Nyx have really nice primers too...
