Maybelline fit me concealer and maybelline age rewind concealer, both are amazing! If my undereye circles are really bad I'll use both and it makes me look flawless.

Have tried using corrector first? It does helps dark under eyes before putting concealer. Nyx has good correctors and concealers. For cheap concealers, maybelline fit me is good.

I agree with mylene a color corrector before your concealer will correct the darkness - if it's more purple in color try a peach corrector if it's more blue try a yellow corrector.
