Having hooded eyes doesn't dictate what colors you can wear, just in the finish of the colors. I have hooded eyes so I know what you mean. I thought there were colors I couldn't wear, but then in school I found that I was wrong. Keep the glittery and shimmery colors on the mobile lid only!! Through the crease use a matte color. Since we with hooded eyes can not see our crease when our eyes are open, we can do a couple of things; create a crease on the hooded part of the lid (which I do most of the time) by using a pencil brush and shadow. Also, instead of closing your eye when applying your crease color keep it open. This allows you to see exactly where the color is going. Last and probably most important, make sure your highlight color is matte or satin!!! No shimmer, glitter or reflective pigment. Anything light and shimmery will draw attention to that area, so the hooded part is a no no for shimmer. Concentrate on having a matte color through the crease and a very light/bright color on the mobile lid. Lashes are going to help also. Use a volumizing/lengthening mascara and don't be afraid to load your lashes (but do brush out any clumps), Falsies are good too, just make sure the band is thin, otherwise they will make your eyes appear even smaller. A good liner tip (for the top lash line) is to use a dark brown or black shadow on a small flat brush and scrub the color into the base of your lashes from underneath. Kind of like tight lining, but not on the actual upper water line, instead, at the base of the lashes where they begin to grow out.
Sorry for such a long response but I seriously wish someone would have told me this stuff when I was beginning to wear make up, would have saved me a lot of time!! Hope it helped
