Try rebels market. They have lots of punky and goth stuff. I'd also look into your local stores.
Where I live I have a "curio shoppe" that has a bunch of clothing, accessories etc.that's more eccentric. I'd Google around for something like that.
Also, they are called Tripp pants. Though the ones in your picture are tiger than most, but if you search for women's tripp pants it might help :)

I own quite a bit of Tripp brand pants and Alyx is correct in that these resemble Tripps.
They make skinny pants/jeans, leggings but their cotton bondage gear with flared legs and Industrial style cargos are incredibly popular. Tripp is notorious for their grommets, zippers, chains and studs. While there are minimal silver details on this pair, I notice lots of black extras on the style posted. Many straps and most chains are removable. Have you tried a google reverse image search???
