I normally do my face before eye makeup but sometimes I get excess eyeshadow/eyeliner/mascara below my eyes and I end up having to go over my first layer of foundation. any suggestions?

This all depends on personal preference; you could definitely do your foundation after you do your eye makeup, or you could apply a layer of translucent powder underneath your eyes to catch fallout.

If I do any heavy eyes that includes glittery eyeshadow, I do my eye makeup first. If I go light on the eyes I just put foundation first.

It really depends, if it's for a special occasion I do my eyes first, because I'll take longer but usually I do my foundation first because I take so long on my skin, and will take almost no time on my eyes

I do mine according to which I want to draw more attention. Like the other ladies before said, if I do a heavier eye look I do them first but otherwise I do my foundation first.

I personally do mine before because it's just what feels right to me, but everyone has different preferences.

I agree - depends on the look. If I'm doing a cat flick, I DEFINITELY do eyes first so I can completely start over if I've made a mess of things. Smokey also makes for fallout, so it's easier to do eyes, use a make up wipe on my cheeks, and continue my face. If I'm just tossing on one color and liner, I'll do foundation first.
