Another vote for Almay pads. You can get about 80 for $4.39 at Target. Doesn't irritate my skin at all.

Neutrogena eye makeup remover! its a little oily on your skin (it says it's oil free) but it can easily be wiped off :)

Another money saver is Vaseline. Just put it on your lids/lashes, wash your face, and wipe off the Vaseline last so it will have a chance to break down the mascara. This works for waterproof mascara too. I do this every night and it works like a charm!

I really dislike the Almay ones. They BURN! I like the Biotherm, Vichy, Marcelle and Shiseido ones. Effective and gentle.

Almay pads burned my eyes, but they're worth a try.
For super cheap, Baby Oil (mineral oil) works, but it will make your eyes bleary/oily for a little while.
I like Lancome's Bi -facils and also Estee Lauder Gentle Eye Makeup Remover.
I also really like Neutrogena's makeup remover wipes- they take face and eye makeup off really well. Love them<3

The hypoallergenic "tear free" baby wash is excellent and I don't use anything else. It gets all the make up off and doesn't leave oil anywhere. And obviously is safe to use on eyes.
