Try tightlining all around your eyes, it can make them look smaller. Don't put a lighter color of eye-shadow in your tearduct, as it makes them appear larger. If you research ways to make your eyes look larger just avoid doing that/do the opposite.

Just use a black or brown eyeliner on your waterline and upper lash line. It makes the eyes appear smaller, but honestly who cares what others think? If you like your makeup, don't listen to them.

My cousin has the same problem, she uses a dark (brown or black) pencil eye liner on the bottom water line, darker eye shadows, winged eye liner and mascara or fake lashes

If it really really bothers you! Then try to use less mascara! I have big eyes as well and I noticed that! Oh and avoid eye liner!

If someone tells you that you look scary, (unless it's a small child), they're likely jealous of your looks because that's just rude. Besides, big eyes are beautiful!! Most women would kill for larger eyes. However, if it's something that actually does bother you, I would do an elongated cat eye sometimes (if your eyes are super round that can offset it) or focus on playing up your other features.
