As Aubrie said, ELF liquid liner is great.
Mine started flaking but that's mostly due to lending it to a friend and she left the lid off it for about 5 hours so it dried out :( but great price and great product!

I use mascara as an eyeliner. I have tried many different eyeliners and this gives me the best results every single time. It's very pigmented because my mascara is matte black lol and it lasts a long time, especially if set with a black eyeshadow (not necessary) I put it on an angled eyeliner brush and press it against my eyelid. The application is much easier than any eyeliner I've used personally. For tight lining and waterline, I like to use my rimmel scandal eyes waterproof eyeliner. It's really dark and lasts for a long time.
