I don't know what palette to get naked 1 or 2
I like the netural eyeshadows that are matte but I like shimmery too
I want it to go with my hazel eyes
And I don't know which is better quality 
Suggestions?

I would go with naked one. Your hazel eyes must be beautiful. So my pure heart opinion is the first one which will contrast nicely with hazel eyes. Especially the Browns and pinkish purples. ☺️

I've got both and the eyeshadow quality is the same on both. Just pick whichever colours you find you will use more. I find the first is more cool toned than the second so it really depends on what you will get
