I have relatively good skin and moisturize all the time, but lately there has been a dry, flaky, itchy red patch on my chin, and a little more beside my upper lip. I've tried exfoliation, Argan oil, coconut oil, Vaseline... Help me!!

How much water do you drink? I know I had some dry, flaky skin that got cleared up a bit after I started drinking 8 cups of water a day. Other than that I don't know what to recommend, maybe see a dermatologist or get assistance from someone in a skincare section like Sephora or Shoppers Drug Mart.

I would use a butter, that doesn't clog pores, moisturises, and is good for dry skin. I would go with shea butter. My cousin has dry spots all over her face, and her mother forgets to put it on her so I do it. The dryness goes away quick. If you are going to exfoliate don't use sugar, or anything rough to the touch. It might be the cause of dryness. I am a combo but get very dry n the winter. For half a year I have been using goat milk as part of my skincare regime, and I love it for my dryness. Especially when I pare it with Rosemary oil too.
Be sure to drink lots of water too. Make sure when you wash your face, that it isn't too hot or too cold. Make surs its luke warm. Be sure to not try to take as many hot showers too. That can cause dryness to the skin as well.
Also, vaseline isn't a moisturizer. But is a sealant. When dirt is stuck deep in your pores, and you add vaseline to it, You are creating clogged up pores.
