I personally don't like it when people wear a red dress AND red lips. Just because red is such a bold color, but that's just my personal opinion. I know there's people that won't wear a nude lip with a red dress. But if you do, make sure it matches to the best that you can. But you could also go for a smokey eye. I personally wouldn't go for a black smokey eye, maybe a brown one, with black at the very outer corner. Or you could do a cut crease with a very bright lid with a very dark crease, then both with a nude lip, have fun though!!

Overall, I think a more dewy look with everything toned down looks best. Really let the color of the dress be the center of the attention. I think a black type of smokey eye can sort of look too harsh/compete with it in a way.
Red lips could work since they sort of just flow with the color of the dress

I think that you could do a winged eyeliner with a red lips, or smokey eyes with natural lips :D.

I would go with maybe a matte red or just an easy nude glossy lipstick:)
