Personally I find it really difficult to keep eyeliner on my inner corners, simply because naturally throughout the day our eyes water and it's really just kind of impractical to try and prevent that. However, my suggestion would be to use a really hardcore felt tipped pen eyeliner, for example Kat Von D or the Marc Jacobs Magic Marc'er. The more waterproof the formula, the longer this will last, but you have to be very careful not to touch your inner corners throughout the day, regardless of what's happening.

I agree with Hannah on the KVD as it is very long wearing! However, the longest wearing for me is ABH Creme Color in Jet with a Mac 208 (I think) gives nice precision and barley smudges (even off my waterline)

Agreed, you'll definitely want a waterproof liquid eyeliner pen to do that. you'll also wanna bring that eyeliner pen with you whenever you go out so you can touchup throughout the day.
to see how to do it, I would look up tutorials on YouTube & practice, practice, practice!

I do the "inner corner cat eye" almost everyday and I use a thin brush with the inglot gel liner and it doesn't come off at all.
I've used liquid liner and it always smudges.

So I've always had that smudging problem but I just got a new liquid liner and I promise it doesn't budge! It's amazing!! Its from mac, their liquid waterproof mascara 👌🏽👌🏽👌🏽👌🏽
