Help!! anyone know of a good hyper pigmentation / discolouration product??

Anyone know of a really good product that can clear up hyper pigmentation?? I've had dark discolouration around my mouth for several years now and its always been bothering me. I've used 'skin ceuticals pigment regulator' which I bought for £75 and used for around 6 months but it's no better. Any good peeling cream or kits you guys can recommend please share. I can never find the right foundations or concealers, I feel like it just makes it look more obvious :/.

Have you tried Garnier's new BB cream? They have ones that are supposed to help with this.
