My lips are so chapped all year long! I've tried every Chapstick I can think of, Vaseline all night thing.. But yet they're soft just cracked like moist I don't know help? Idk if you can see the pic...

I've tried Burt's bees & it doesn't work for me.. But I haven't tried baby lips yet.

Aquaphor. Slather it on over Vaseline before you go to bed. For use during the day, they sell a super hydrating lip balm.

Vaseline works really well for me so I would definitely give that a try.
