Drink more water. Hydration of the skin stems from the inside. Also, cosmetically, try Aquaphor if you haven't already. That's my go-to for parched skin. :)

Try the body shop lip butters! theyre only like $4 I think and I have the same issue with dry lips. I just carry around my lip butter and my lips are smooth all day! and try it. overnight and your lips are cured the next day!! really works!! better than baby lips I think!

I do have to mention you will want to start with the balm for about a week untill your lips are a little less chapped. Then use the scrub about every 2-3 days, balm everyday. I do mine in the morning.

Drink lots of water. Apply chapstick after brush teeth or shower/wash face. Try not to lick your lips because if you do it dries them out bad. I use Kissy Face Babyganics, from Walgreens. It says baby but you can use it for anyone and any dry spots. It's a stick, kind of larger than normal chapstick. I suggest not using things with mineral oil or petroleum/petrolatum because it will only seem like moisturizing but really it doesn't help at all.
