It looks like oil congestion. Clay masks will really help as well as regular exfoliation.

I agree with it looking like oil congestion... Sounds crazy but use cat litter (non clumping, non scented, super basic) blend it with water (I use the magic bullet) and add an egg. Works like a charm. Put it on til it dries and rinse it off. Let your face air dry.

Oil congestion are clogged pores or aka breakouts that are under the skin. Normally with these types of break out your skin will purge in order to rid them. Meaning they may get 'worse' before they get better. They are already breakouts. So you don't gave to worry about your skin breaking out with the use of a clay mask or exfoliant.
