I've tried using brow liners but they turn them way too brown or a weird color that does not match my hair lol.

Try a light brown shadow also at sallys there's a eyebrow pencil for blonde hair it should match pretty well.

I recommend filling in your brows with an eyeshadow using an angled eyeliner brush. I think either a shade that matches your hair color or is one or two shades darker would fit you the best, like mac's omega :)

Fill them in a shade TWO SHADES DARKER than your hair color not the same shade and you can use a brow pencil or an eye shadow two shades darker and they will look better and actualy be noticeable good luck and try to find brands that don't look weird or too dark :)

Urban decay do a really good eyebrow set for blondes there's 2 shades in it and a setting wax.

I have the same problem, and I use two different light colored brown powders, and I also have a light brown pencil (that I personally like better than the blonde one- which has a very weird taupe color almost) and I also LOVE NYX's eyebrow marker, it dries powdery and is great for a super clean application, even though I still cut them out with foundation- but they have a blonde, light brown, and dark brown one and it's around $10 :) These have all worked well for me, because I have really light blonde body hair so I have no eyebrows, or lashes even without make up on :( But I'm currently experimenting too with cream eyeliners in light brown colors with an angeled pencil brush, but I like the more clean and defined look, so that might not work for you if you want a softer look, I'd go with a powder and pencil over or outline.
And also make sure to use two different colors & make them lighter in the front; IF you want them to look more natural, and always follow your natural line and face shape for your eye brows- it will take a lot of practice (I still change mine daily because I'm never satisfied with how they look ;), but I hope the picture I attached will help you! good luck :)
