Well, it's hard for anyone to put in writing what you're asking for. If I were you I would buy some magazines, look through them and when you see something that strikes you as 'girly' or a style you'd like to have, cut it out. Make yourself a style board and put it on your dresser so you see it every day. You will then get in your mind the type of style you would like to wear or buy, and make sure to continue it. And you can pick someone who is girly to keep tabs on, and try to dress similarly, like Zooey Deschanel, or Eva Longoria-Parker. As for hair and make-up, you can easily look up tutorials on YouTube, and my advice there is, keep it fresh and simple, and play up your eyes. You're gorgeous!

Heels just take practice.
As for what to wear, you need:
1. Basics (jeans/top/whatever)
2. Something interesting (a pattern or texture)
3. Completer (like a belt, cardigan or blazer)
4. Accessories (jewelry, bag, shoes)
To start developing your own style, figure out who's style you admire and then, most importantly, figure out WHY you admire it. Don't try to copy someone. Figure out what about them/what they wear/how they present themselves is attracting you. Trust me, it's not just being pretty. I love Charlize Theron because she has a minimalist style with structure. I like that she wears a lot of pieces with clean lines and interesting, somewhat harsh textures as opposed to ruffles and frills (she obviously has worn things like that, but it's not her overall style. She's just pretty fierce, but still feminine, and I like that. You'll start seeing a pattern in what you like and who you admire.
Makeup...learn the basics. Good makeup starts with good skin. Play with different elements one at a time and perfect what works for you rather than trying to slather on whole different "looks". It's much easier to customize something if you already have a good idea of what works.

For me when I was a tom girl I started watching girly movies and love movies. Honestly it did inspire my inner (Queen) lol. What ever you do stay away from keeping up with that kardashians and I think Stephanie D.'s advice is what you should be doing. Practice makes perfect but only if you FEEL its you. Don't force yourself to be someone your not to appease other people. Do what makes YOU happy. :)

To be clear, I never said she should copy anyone. Dressing similarly is the entire idea of dressing in one style or another, no matter how you dress it falls into a category, her desired category being girly. By seeing the other styles that she likes she is then able to go out and choose whatever item she feels fits with the style that she desires. She said she has no idea how to dress, none of us can tell her what she needs to wear day to day, I was trying only to provide her with a way to continuously make style choices in the direction that she desires.
