Growing my nails and having troubles!

I've been trying to grow my nails but the chip by themselves... Any advice? Also I have these white random lines going across my nail . WHY?!

during the winter my face gets very dry but I use a VERY moisturizing lotion almost oily and it leaves access oil on my tzone and makes me oily but yet I have dry patches of skin everywhere!
