24 With Mild Acne Problems

i am 24 ad have a few acne problems. my skin stays decent til the week before I'm gonna start my period then I get a bad breakout. I tried proactive in the past but it dried my skin out and created weird bumps on my forhead. any suggestions that's not too expensive
