You should try a hydrating serum or face oil. After you wash your face you would put the serum or oil then your moisturizer. You would do this every morning and night and you will really see your skin improve. If there is any serum I think works amazing is the Kate Somerville quench serum! Get a sample at sephora to try it first! Or fresh sea berry face oil if you have sensitive skin.

I have really dry skin too! And I've honestly found that washing my face at night and putting bio oil on my face over night really works my face always feels so silky smooth and really moisturized the next day. Bio oil is also great for scars and strechmarks- too so you can use it everywhere... The only downfall is that it is an oil so it can be greasy but it never leaves my pillows or sheets stained ever- want something more in the lotion department but haven't found anything that really works as intense as I need it- also another good thing is to use e.l.f's primer serum, it has the same feel as the smash box photo finish primer- which is a nice non greasy non sticky no scented serum that leave your skin literally silky smooth prior to foundation application so it won't look Cakey or even flakey, which is my biggest problem. Plus elf primer is only 6$ so you can try it without any guilt!!
Hope this helps :-)

Cetaphil moisturizing cream. I had this problem too but applied this very generously at night and it improved within one night.

If you would like to use something more natural, consider coconut oil. use a little of the coconut oil and massage it into your dry patches. use as much as needed. hope this helps. good luck!

I suffer from the same issue this winter, I also have mild eczema, but I've found that aquaphor and convatec protective ointment is amazing! I just feature it on my weekly favorite on my beauty channel, YouTube.com/graceandglamor!
