Use salicylic acid, which gets inside the pores and clean impurities out.

Congested skin is clogged pores you need extractions I would recommend a facial that way your skin can be prepped for they do the extraction rather then you doing them on urself and it may have to do with the prosucts your using now.

Congestion is just sebum trapped under the skin. exfoliating regularly will help remove the top layers of the skin bringing these breakouts to the surface. Chem. peels and microderm work wonders for this type of break out. Also what I used to battle my own congestion issues is Differin. It worked wonders for me!

I have this problem too with occasional cystic acne, and my dermatologist just put me on an antibiotic, Minocycline. It's doing wonders! If extractions don't keep your skin clear, it might be worth talking to your doctor.

I take minocycline too :) along with a benzoyl peroxide cream and a tretinoin cream from my dermatologist and it's the only thing that's helped my cystic acne
