On the right side of my face there is this short stubborn hair that is way shorter than the other hair and it will never straighten, any ideas why it is there and why it won't do anything but what it wants to do?

How can I effectively cover up any scars? I have quite a few on my face from acne and foundation just causes breakouts because I have to apply so much for them to be covered. I do use concealer but it just smudges all the time.
