Crease Not Showing Color?

So, for some reason my left eye wont grab onto the color i put on the crease/outter socket of my eye, but goes on perfectly everywhere else and goes on on my right eye. its a really small patch, and it can fit into my liner, but im just wondering why it happens & if theres anything I can do about it. I use Too Faced Shadow Insurance as a primer and usually NYX JS in Milk after the primer.
