Help! Knotty hair!

I've been getting a full head of highlights since June 2012 and since then my hair gets extremely knotty and is a nightmare to wash! Has any one else had this problem and has anything helped? I feel like I've tried everything!

Thank didn't think of keratin only thing is the knotting is near the top of my hair and not the ends! Will cutting still help?
