So it's okay to use a liquid primer with powder.

I would use a primer for the powder foundation & then an eye primer for the eyeshadow.
some good face primers are Too Faced Primed & Poreless, & Hourglass Veil Mineral primer. for eye primers, UD makes some of the best.. my favorites being Sin & Eden from their Primer Potion line.

* I would also invest in a setting spray to remove the powdery look & to help keep your makeup in place.
