I agree with Jacqlyn. A good skin routine is the best way to start. As far as makeup goes find out what works for you I don't use foundation I just use powder. I use Revlon aqua stay powder. Primer is a must in my opinion if you can't afford primer use a foundation or concealer on your eyelids. Also you want to get some good brushes. Brushes can get really expensive I would suggest trying to find some in a set. The brushes that I look for are blending brush is and eyeliner brush and eyebrow brush a fluffy I shadow brush and also a skinny one. And then there's the fun part which is the eyeshadows and the eyeliners. It's also good to know how to contour. Because when you put foundation on your face is like a blank slate. Naturally your face has color highlights ext it's really easy to find videos on YouTube. There's also a lot of apps to download which I use regularly.

If you are going for a very dramatic look liquid eyeliner on the top lid gives a great effect. You also want a good mascara. If you have any questions about products or brands specifically let me know.
