If you have an asian market in your town they sometimes carry a few eyeliners and mascaras. I get items from stores when I can but mostly I shop online! I have made a lot of purchases off of amazon but be sure to check the seller! Pretty and Cute is a portland based store I have visited and they have an online shop as well. http://www.roseroseshop.com/en/ has very nice prices and a lot of samples you can buy cheep if you want to see if you like something! Also there is a blogger http://littleporcelainprincess.blogspot.com/ who buys from various online shops and has reviews as to her experiences with them ^^
