I think it looks great! I sometimes have hooded eyes (not every day), but I don't mind it when doing eyeliner, I think it looks a bit exotic lol.
What emphasizes hooded eyes in a bad way is a shmmery brow bone color brought too far down close to the crease, just steer away from that! But black always looks good!

You should use eyeliner in a thin line on your lids - and only concentrate it on the outer corners - that will help to open up the eye and make it appear larger - also when applying shadow make sure you blend it above your natural crease and apply it with your eyes open to ensure you will see all the colors when you open your eyes :) you can look through some of my pix for examples or just go on YouTube n search for eyeliner or shadow for hooded eyes.
