Best solution for dry lips?

I've exfoliated and tried a lot of different balms and stuff, like vaseline, eos, Burt's Bees, etc. But my lips only stay soft for maybe 20 minutes. In just a few hours my lips are painfully dry and chapped again. Any suggestions?
